BitPay: Add support for refunds

          Description

          BitPay had recently added support for processing refunds via the API. We should consider adding refund support with the gateway.

          Apparently the existing BitPay API does not support refunds, so the new BitPay API would need to be used, which changes API auth credentials necessary. For backward compatibility, both APIs would need to be supported for the time being. Perhaps on a major Blesta release we can update BitPay to not support both, but only the newer API.
