[CORE-1834] Hide payment account box if CC and ACH payments are disabled - Blesta

Details

In the client UI, there is a box in the sidebar that reads "Your account is not set up for automatic payment. Change this?".

This box should not be displayed if the CC and ACH payment types have been disabled AND the client has no current payment accounts.
