Description
Allow dedicated IPs to be selected through a config option with cPanel for standard and reseller accounts.
For example, lets say we want to add a check box configurable option that asks if the customer wants a dedicated IP for $3/mo. If they check the box and pay for the option, the cPanel module should when provisioning the account in WHM/cPanel tell the server to use a dedicated IP. WHM/cPanel will then create the account with a dedicated IP that it selects automatically. We will need to store the IP address provided, and offer a tag through the cPanel welcome email so that it can be shown in the email.
Additionally, there should be a Package option that can be used to give a dedicated IP for all cPanel accounts using the Package without the need for a config option.

- It's recommend not to allow the client to Edit the config option for a dedicated IP since they could remove it (no longer pay for it), but still have it
- Removing a dedicated IP will not perform any action via the cPanel API through this module
