Update Amazon S3 Vendor code with support for v4 signatures

          Description

          Amazon has deprecated the signatures used for Amazon S3 backup integration. See https://aws.amazon.com/blogs/aws/amazon-s3-update-sigv2-deprecation-period-extended-modified/

          I believe we need to update the library so that it supports the newer v4 signatures (AWS4-HMAC-SHA256). Some S3 regions only support AWS4-HMAC-SHA256.

          Additionally, add any regions that are missing (none of the regions that require v4 signatures are currently available to set for backups).
