Custom CSS not included in theme export, though the file includes the key custom_css

          Description

          To reproduce, visit Settings > Look and Feel, and click to export the FIVE theme, which has been updated with custom CSS as of 5.11.0-b1. The json file is exported, and it includes a custom_css key, but the custom CSS is not included, it's blank "".

          Make sure the custom CSS is exported with an export, and imported with an import.
