Update Tools > Renewal Queue to Service Queue

          Description

          The Renewal Queue is no longer just a renewal queue, it's a Service Queue for provisioning, renewal, suspend, unsuspend, and cancel operations.

          Update the language under Tools > Renewal Queue to say "Service Queue"

          I believe it needs to be updated in 2 locations:

          ./language/en_us/navigation.php:$lang['Navigation.getprimary.nav_tools_renewals'] = 'Renewal Queue';
./language/en_us/staff_groups.php:$lang['StaffGroups.permissions.admin_tools_renewals'] = 'Renewal Queue';
