Prevent module from being uninstalled if in use

          Description

          Currently a module may be uninstalled at any time, even if there are packages that exist that use that module. Instead a module should only be uninstallable if it meets the following criteria:

          1. There are only 'inactive' packages with that module_id (i.e. no active or restricted packages that use the module).
          2. There are only 'canceled' services with a module_row_id belonging to the module.
