      Description

      Allow clients to "Request Cancellation", where they can put in a reason for the request (See CORE-590 for reason feature).

      If requesting cancellation, it would ideally raise a ticket. Perhaps this would be a requirement for this option. If the ticket system is enabled, open a ticket with the cancellation request and include the reason.

      Requires more discussion.

          As of 3.3, clients may cancel service on their own if enabled. This should probably be a toggle of that, either allow clients to cancel services, or allow them to request cancellation.

          Rather than open a ticket which may or may not work depending on what support system is being used, it may make sense for this to be entirely part of the core. In which case, a "Cancellation Request" section would be ideal.

          The section would allow staff to manage cancellation requests, even allowing a sort of "Approval" method by which they can easily accept requests that are then queued/scheduled for cancellation, view past requests (which include the date/time and service in question) and view cancel reasons (CORE-590).

          I'm not sure where in the Staff UI would be best suited for such a section, perhaps Billing > Cancellation Requests.
