Running the GUI upgrader and skipping 1 or more versions may not upgrade extensions

          Description

          I ran an upgrade from 3.2.0 to 3.2.2 (Patch distribution), and none of the extensions that needed upgraded were upgraded. Tyson reported also that upgrading from 3.0.x to 3.2.2 (Full distribution) also had the same behavior. It seems as if this may be an issue when skipping versions.
