Renaming a package option name removes and re-adds the value

          Description

          I noticed this with a package option of the Quantity type. When changing the Option Name of the option to something else and re-saving it, it appears that the option value is deleted, then re-added with a new option value ID. Because of this, services that are referencing the old value no longer have it set.

          The option value should be updated if possible, instead.
