Tooltips aren't viewable in Package Module Options section

          Description

          When adding/editing a package that has module options, if those module options have tooltips, hovering over them will not show the tooltip.

          This may be because tooltips are not generated after the page loads, and Module Options are loaded via ajax.

          Multicraft is an example of a module that sets tooltips for package module options.
