Queue upgrades so that they occur after payment has been received

          Description

          Currently when a client upgrades their package, the upgrade occurs immediately and they are prompted to pay the resulting invoice.

          Instead, upgrades should be queued until payment has been received.

          This will also need to apply to upgrading configurable options, which is part of CORE-1447
