Configurable options of quantity 0 appear on orders

          Description

          This is a continuation of CORE-1121. I haven't gotten to test or duplicate this issue, but it appears that config options of quantity 0 appear on order forms.

          We need to remove 0 quantity config options from being displayed, and then confirm that they also do not get added to the invoice.
