Portal: Main portal page conditionals should check the plugin is enabled

          Description

          The portal index page determines whether to show a plugin (e.g. order, support manager) if it has been installed, but it may still be shown if it has been disabled.

          Update the portal to check that the plugin is enabled, e.g.

          {% if plugins.support_manager.enabled %}
