Prorate upgraded config options

          Description

          When an admin or client changes a config option(s) that increases its price, it should be prorated similar to package proration.

          i.e. in the admin interface, a checkbox should be available to Prorate the difference, checked by default
          Clients will always have their config options prorated for any upgrade
