Order: Allow clients to add config options

          Description

          A new setting for package options (CORE-1449) needs to be considered when placing orders.

          If a service being added from the order system has configurable options, each configurable option must be considered, and those that are not set to be 'addable' by the client should not be added to the service during order. These options should not be displayed at all.
