Add orders widget to the billing overview for primary staff member on installation

          Description

          When installing Blesta, the order plugin is installed by default, however the orders widget is not added to the primary staff members billing overview page.

          The order widget should be added to the staff members billing overview page, below the billing at a glance widget.

          This will save some confusion with people unaware how to manage orders.
