Client config option add edit permission option fails

          Description

          When a client changes their configurable option and selects an item with edit only permissions, it does not appear on the review page. When added, a separate configurable option with add only permissions was removed.

          To duplicate:

          1. Start with a service containing 2 configurable options, one with add/edit permissions, and another with add only permissions.
          2. Change configurable options as a client, selecting a third edit only permission configurable option.

          The new option will not appear on the review page, but if you continue, the add only configurable option is removed.
