Add a passsword strength estimator

          Description

          Add a password strength estimator to client facing pages where passwords are set, including the order form for account creation. This is likely to affect only the setting of client passwords initially, but it should be designed in such a way that it could be implemented by modules and other extensions that request passwords.

          CORE-552 considers whether zxcvbn could be used for automatic password generation as well, so I'm linking these tasks.
