Description
If a controller is assigned as a subnav element in the Navigation model, only that defined nav element highlights the parent and subnav section. Additional actions within that control cause the navigation to select nothing.
A controller and all of its actions should highlight the nav, just like the default controller action does.

I notice that the subnav always highlights the controller's selected action and its default action. e.g. under Packages, the "Browse" subnav item is highlighted, but when continuing to the "Groups" page, both "Groups" and "Browse" are selected rather than just "Groups".
