Remove config option line items of zero quantity on upgrade

          Description

          When queueing service changes for upgrade, if a quantity type config option of quantity 0 is set on the service, it is added to the invoice as a line item.

          e.g.
          Prorated Addition of SERVICE-NAME - OPTION VALUE (FROM DATE - TO DATE)

          We should consider not including a line item for a service option with zero quantity. This will also remove any setup fee it would create, which should not be included for a zero quantity item.
