Use item pricing for service upgrades (not queued)

          Description

          When a service is upgraded, Services::edit is called to update the service, which subsequently prorates any changes by creating an invoice or issuing a credit.

          This should be updated to use the item pricing from CORE-1638. An invoice should be created similar to queued service upgrades in CORE-1634.
