PHPIDS: Rotate Log Frequency does not rotate logs

          Description

          There is a setting for rotating the logs for PHPIDS logging called "Rotate Log Frequency". Regardless of the setting, the logs are never rotated and will grow indefinitely. Instead, the logs should be truncated according to the rotation policy.

            While we have this open, we should also look into improving performance of the PHPIDS listing (possible addition of some indexes).
