Service may not include quantity-type config option values when being added

          Description

          When a pending service is added into the system, it may have config options attached to it that are added as service options. When the service is updated to be created (e.g. using the module), the existing service options are set back as config options and passed along to subsequent actions.

          However, service options of the quantity type do not contain a quantity value, but rather NULL. Service options of the quantity type need to have their value set to their quantity.
