Queued service change processing only occurs if the company setting is enabled

          Description

          When processing queued service changes, the company setting for "process_paid_service_changes" is checked. However, this setting can be overridden for client groups, therefore the client group settings should be used rather than the company's.

          The current behavior does not process queued service changes when disabled for the company, but enabled for a client group.
