Description
When a user attempts to edit a service that is In Review they see a warning at the top of the page and no service fields to edit.
Instead, they should have access to all the same fields as if the service was Pending, EXCEPT there should be no option to change the status of the service. An service that is in review must only have its status updated by a plugin (such as the included order plugin).
