Add ability to mass schedule cancel services

          Description

          Under [Billing] > [\Services], as well as under a specific client's profile, add a column of checkboxes, and an option at the bottom of the widget (similar to what we do with Invoices) for setting the selected services to:

          • Schedule Cancellation (if selected, show date field to enter date to cancel, empty date will unschedule cancellation)

          Require that the cancel/uncancel option only be available to those that have the permission to manage/edit services.
