Allow welcome emails to be re-generated and sent to the client

      Description

      Often times services are manually entered into Blesta that are pre-existing, or staff opts not to send a welcome email at the time of service creation. Later, it may be necessary to send a welcome email to the client for a service for which no welcome email was originally sent.

      When managing a service as staff, add an option to "Resend Welcome Email". This should send a welcome email to the client for this service.

      **Location

      I would suggest adding it to the drop down for Actions. Selecting "Resend Welcome Email" would populate a text field below it that contains the clients email address by default, but allowing a different email address to be entered. It should also contain a copy of the email generated and pre-filled into the HTML and text areas of a form that looks similar to the Email Client form under their profile > Actions. This would allow admins to see the email content and manually edit if necessary prior to sending. Since the service meta data we have may not be accurate or may be missing, this seems like the best way to go.

      It's possible that some information may not be available to the template after it is provisioned, depending on how the module handles the data and whether it is stored locally. Not sure there is much we could do about that, but we should discuss possible cases where this would be an issue.
