Themes load default CSS files rather than any custom theme

          Description

          The theme CSS loaded in Blesta assumes the "default" theme is being used in the admin UI and the "bootstrap" theme is being used in the client UI. Therefore, the system attempts to load the theme.css file from these directories even if they are not the selected theme.
