Create new admin theme, set as default

          Description

          Create a new admin theme called "FOUR", using the colors specified in the attached screenshot.

          The new theme should be the default theme on installation (and possibly upgrade, let's discuss). The current default theme "Blesta Blue" should continue to be included just as any other theme.
