Update navigation tabs to use solid colors

          Description

          Update tabs everywhere so that they use solid colors instead of a gradient.

          • On ".tabs_row ul li a" set background to #fff
          • On the hover version of this style, set the background color to #eaeaea
          • On the active tab, hover should have no affect, ie, stay white
