Mass Mailer: Do not require Text version of email

          Description

          Instead of requiring a text version of mass mailer emails, the text version should be automatically created based on the HTML version (See CORE-2133). So, let's disable the requirement that something be entered for the text version, but the tab should remain so that it can be set if desired.

          Below the WYSIWYG section, display a note that says:

          If no Text version is set, it will be generated automatically from the HTML version.
