cPanel: Add server group add order to evenly distribute accounts

          Description

          Update the cPanel module to support a new server group Add Order, "Evenly Distribute Among Servers".

          This option should be appear first in the "Add Order" drop-down list.

          Update cPanel::selectModuleRow to choose the module row in a round-robin order based on the number of accounts currently on the server.
