Description
When a client manages a service, they can have management options to:
"Change Package",
"Change Term",
"Cancel Options",
"Change Configurable Options"
The "Change Package" option is not allowed if any invoices are open related to the service. This message is shown:
"Packages cannot be changed until all invoices for this service have been paid."
This behavior should be expanded to the "Change Term" and "Change Configurable Options" sections. The service should not be allowed to change if invoices are open related to it.
It is important to first look into why this was added for package changes and not term/configurable options.
