Update module system to select module row by callback

          Description

          The core abstract module should allow for a module row to be retrieved given the type of algorithm to use, a set of module rows to choose from, and a callback function for the module to perform the comparison.

          This should alleviate some of the duplicate code between modules for choosing a module row.
