Do not allow clients to manage services that are not Active

          Description

          Clients should only be able to manage active services.

          1. Remove the "Manage" button for non-active services, including Pending, Suspended, Cancelled
          2. If a client accesses the URL to manage a non-active service, display an error.

          When clicking on the Manage button as a client for a service, do not display any buttons in the Information tab like Change Term, Change Package, Cancel. Also, do not display any module management tabs on the left. Only the Information and Return to Dashboard tabs should appear.
