Order: Update Maxmind to use GeoIP2 Precision Web Services

          Description

          New Maxmind customers are by default unable to use Maxmind in the Order plugin because they don't have access to "Legacy Web Services". They may request access with Maxmind.

          Instead, we probably should support the new "GeoIP2 Precision Web Services" http://dev.maxmind.com/geoip/geoip2/web-services/

          Not sure if this should replace what we're using entirely (Can legacy users use this new API by default?) or if we need to support both.
