Order: New Domain & Other order template with package selection first

          Description

          Create a new order template similar to "Domain & Other", that reverses the order of domain and package selection.

          Currently, Domain & Other starts with a domain whois, and after a domain is chosen, you may select from other packages. Some people prefer to select the service first, and the domain after. This new order template should allow just that. Choose a Package, and then choose a Domain.

          It's also possible that this could be a variation of the Domain & Other package, where staff can select the preferred method for the order form.
