SolusVM: Change how IPs are invoiced

          Description

          The SolusVM module calls Services::edit with the 'prorate' field set so that IP changes can be invoiced. The 'prorate' option of Services::edit has been deprecated since v4.0.0.

          The SolusVM module should look for an alternate route to prorate the changes. Consider:

          1. creating a new invoice from the module itself
            • Could use the /core/Pricing/.. library to determine the items to bill for
