Suspension Error email template includes same tag twice

          Description

          Someone reported that the Service Suspension Error email template includes the same value for both the

          {service.name}

          and

          {package.name}

          while other templates, like the Service Suspension Notice email, show different values for the same tags. We should look into and confirm/correct the issue if it exists.
