The 'Users Active Today' count is inaccurate. The date filters it passes to the SystemOverviewStatistics model do not adjust for timezone.

From what I could tell, that was the cause. Not sure why it happening all day would make it not a timezone issue. The timezone affects the entire day. Whether you are seeing logins from yesterday because you have a negative offset, or you are not seeing some from today because you have a positive offset, the count will be inaccurate the whole day.

The reporter says it doesn't have to do with a timezone since it occurs all day. Are you aware of the cause?
