Description
I noticed this on the Order plugin when creating an account through the order form, but this may apply to other areas in the system where states/provinces are listed in a drop-down.
For example, when selecting the country France, the states are auto-populated, but do not appear to have the correct key referencing the correct value. The state "Val-d'Oise" in France is shown to have the 2-character code "76", but it actually is "95". "75" represents "Seine-Maritime". Therefore, selecting "Val-d'Oise" and submitting the form will actually set the state to "Seine-Maritime".
I noticed, at least on the order form signup page, that if you encounter errors attempting to submit the form, the page will be repopulated and the states listing will have the correct key/value pairs the second time.
