Description

When creating a new package and selecting a module, the module should be able to pre-populate the welcome email section with recommended email content. This will allow users to simply tweak the welcome email rather than composing the entire thing from scratch.. user experience +1

It should not load the content on a package edit, or if the welcome email already has content.

The email content should be stored in such a way to support multiple languages, and all languages installed should be pre-populated with those that a translation exists for with the module.
