Pricing presenter is given wrong 'recur' value

          Description

          When the core uses the pricing presenter it submits a 'recur' option. This currently appears to be based on whether the evaluated service is has a 'onetime' payment term or not. Instead it should be based on whether the service is being created or renewed.
