Unable to activate pending/in_review service

          Description

          When attempting to activate a pending service from the admin UI by managing the service, the following error is encountered:

          Trying to get property of non-object on line 4776 in /app/controllers/admin_clients.php

          It appears that this occurs when there is no parent service for the service being activated.
