Order: Order form with one package group still requires selection

          Description

          We received a report that the Wizard Boxes order form type used to redirect straight to package selection if the form only had one package group. Now the user is required to select the package group as they would if there were more than one.

          Update this to redirect to package selection if only one package group is on the order form.
