Description
Packages and Package Groups names/descriptions may only be defined in one language. We should consider updating these to support multiple languages so that we can better accommodate display for whatever language users are viewing it in. We can then update the package/groups to return all of the names, but set the name/description using the current language in use.
Update the following to support multi-language:
- Package name
- Package description
- Package group name
- Package group description
