Automatically download and enable the Geolite database

          Description

          We should consider automatically updating the Geolite2 city database with Blesta by downloading via a cron task. We can then auto-enable the GeoIP settings under Settings > System.

          This requires that we first update to the new Geolite2 city database in CORE-2596.
