Description
When an admin goes to update a service and changes its renew date, that renew date change can be prorated or credited (depending on whether it goes forward or backward in time). In either case, the renew date is not properly prorated because it appears to only calculate proration if the renew day-of-the-month changes rather than just the month or year.
For example, changing the service renewal from "2018-09-01" to "2019-09-01" will incur no proration, and no invoice will be created.
