Coupons apply but not to final invoice under certain circumstances

          Description

          Came across a situation where a coupon would appear to be applied until the final step during checkout, of making payment. At that step, the coupon was not applied to the invoice.

          I've narrowed it down to the coupon "End Date". If the end date is the last day of this month, I experience the issue. If I bump it out to the last day of next month, then it works as expected.

          I've attached two screenshots, a coupon that works, and one that does not work. For reference, today is 2018-09-18.
